The Right of Suffrage

 

"It is a common idea that in a Democracy, or a government by the people, the right of suffrage is a natural right; the Bill of Rights and the Constitution of the United States is appealed to in support of the idea that no Republican form of government can exist without the consent and participation of the governed.  But it is a fact that many who are citizens, and even posses property, have no right to vote….                                                                                                                                                  

Mississippi, Louisiana, and more recently North and South Carolina, have felt the necessity of a restricted suffrage, and as every State has the right to prescribe the qualification of voters…."
